Irony!verse:

Ruby was responsible for Sam's descent to Hell. Some time after, Sam married Circe and became king. This left Ruby as someone who was held in high regard, but still without a position of power within the royal family. As the one who convinced Sam to embrace the demon within, Ruby felt she deserved a position with more power and convinced him to have a child with her, which resulted in a daughter who was named Seraphina. Seraphina is the youngest of the Hellbrats and acts every inch the flighty, spoiled brat she is, but Ruby made sure her daughter did not grow up without the skills to fight her own battles. In short, much like her mother she's a lot of talk, but she can back it up.

Hunters and Slayers!Verse:

Seraphina Hartigan was born and raised in Los Angeles, California to a mother who left when she was three and a father who worked for the police department as a detective. Her father did the best he could with her, but Seraphina still started rebelling at a young age, getting involved with drugs and alcohol when she was fourteen and dropping out of school when she was sixteen. Unbeknownst to her, she was activated as a Slayer in 2003. After years of rehab attempts, she and her father were approached by a member of the new Watcher's Council and they explained to her what she was. They were both skeptical at first, but after some time thinking about it, her father thought it might help her get focused and get her life under control - training meant no using, right? Despite her protests, Seraphina was sent to Boston to be trained as a Slayer.
